Limited Access Programs - Admissions Question

This might be a dumb question (and I'm guessing most answers will be pure speculation), but here goes. In the case of a limited access program, where you must be accepted into the University before the specific program can even consider you, I wonder if the program can "nudge" the University into accepting a borderline student. Take this example... Say a student is applying to a film program. The student has grades that are in the lower end of the school's "middle 50". His reading/writing SAT score is decent; but, his math SAT is a bit low (putting his total score on the low end as well). This kid probably has a 50/50 shot to get accepted by the University. Maybe even a little less than that. If the film school likes this kid's creative submission, as well as his essay and writing sample, would they possibly call admissions and say, "Hey, we really want to look at this kid." Or, do they not even look at his submission at all until the University accepts? If you think about it, that is essentially what athletic departments do. Kids that would never have a chance at getting accepted, but can throw a ball, are accepted all of the time. Does something similar happen with kids that have other talents? Like I said, not sure if anyone knows the answer. But, it might be fun to speculate as we wait for those letters to come. ;))
